NO2ID are holding a meeting public meeting tomorrow evening, Wednesday 29th Nov 2006 7pm to 9pm, at Imperial College London entitled “Civil Liberty versus the Database State”.

Prof Ross Anderson will be speaking about the The Big Opt Out, and how GP’s can be persuaded to resist uploading medical records to the national database.

Sealed Envelopes – Risk Analysis

Startling revelations, as covered in The Register, appear in a risk analysis commissioned by Connecting for Health. The internal document calculates that patient care would probably be safer using locally held computer records rather than the Government’s proposals for patient records to be stored on a national database or “spine”.

Summary Care Records Update

The Summary Care Record will not include any details of any medical conditions however if you do not opt out it will include all the medication you are taking. This means anyone can accurately work out the diagnosis from the medication for example, Microgynon will say that a woman is on the pill, Prozac that you suffering from depression, Lithium that you are suffering from manic depression, Sildenafil that you suffer from impotence. Fill out the Opt Out Letter on the website and send it to your GP to avoid your sensitive medical details being updated to the national database.

Opt out letter available to download

Many thanks to Dr Paul Thornton and Dr Paul Cundy for helping draft a letter that you can now download, fill in your details, print off and send to your GP in order to opt out of having your GP records automatically uploaded to the NHS ‘spine’.

Consequences of Opting Out
The Department of Health are using the argument that by having your details uploaded to SPINE they will be available in an emergency. You may want to consider this if you have a long standing medical condition. However A&E Dept’s do work to established clinical protocols for patients for whom they no medical history. It would be far better to wear a medical alert bracelet.

Am I too late?

A discussion on NO2ID’s forums mentions the Scottish situation - they got uploaded last year. There was a very low-key offer to opt out and only a handful of people did. Patients are now allowed to consent, or not, to data sharing. If you consent, then your summary record goes to the hospitals and to Sir Humphrey. If you don’t, Sir Humphrey still has it…

The worst form of ‘consent’ that one could imagine.

For the rest of the UK, best advice on how (and what) to opt out of is changing. Rapidly. The year-old FIPR and less-than-a-week-old Guardian letters, while still useful, have been superseded.

If you are going to do anything about opting out right now, then please follow FIPR’s updated advice (dated 3/11/06) re. getting your GP to ’93c3 code’ your records. Or check out another two possible opt-outs that Ross Anderson told the Guardian about, but which didn’t make it into last week’s piece.
